In recent years, the Chinese government has continuously strengthened environmental supervision, especially enterprises located in Jiangsu, Zhejiang and Shanghai regions and industrial parks have been able to feel the pressure brought by the increase of waste treatment costs. Some enterprises are even punished by local regulatory authorities for improper waste disposal.
On June 5, 2019, the executive meeting of the State Council adopted the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste (Revised Draft). The revised law on the prevention and control of environmental pollution by solid waste has added provisions such as inversion of burden of proof and provisions on extended liability of producers on the basis of existing provisions on compensation for pollution damage. If dumping or stacking of solid waste is prohibited by laws and regulations such as rivers, lakes, canals, channels, reservoirs and beaches and riverbank slopes below the highest water level, it will touch the "red line" of the law. Environmental pressure is forcing the industry to complete transformation and upgrading as soon as possible.
